Every year, the volume of cargo flowing through our ports increases. With increased trade come additional congestion, and the need to address infrastructure demands and reduce polluting emissions. To address these problems, marine terminal operators invested $200 million in creating PierPASS to open port-wide, full-service operations on weekends and evenings when trucks serving the port will not compete with commuter traffic. PierPASS provides incentives for cargo owners to move containers during off-peak hours. To defray the cost of significantly extending hours of terminal operations, PierPASS assesses a Traffic Mitigation Fee on all loaded international cargo containers moving through the ports at peak periods. Shifting more truck traffic to off-peak hours means that trucks can move through the port more efficiently and are less likely to add to the existing traffic congestion on our roads and freeways. This means that trucks will spend less time idling – which means lower emissions and better air quality for neighboring communities. PierPASS was immediately successful – shifting 30 to 35 percent of all marine terminal gate activity to nights and weekends within the first six months of operations. More than one million trucks have been removed from peak daytime traffic – reducing both traffic and port congestion. |
