PMSA Supports Southern California Air District Decision to Work with Cities and Ports of Los Angeles and Long Beach on Cooperative Air Plan

LONG BEACH, CA – The Pacific Merchant Shipping Association (PMSA) releases the following statement in response to the vote by the South Coast Air Quality Management District (SCAQMD) Board of Governors today to pause the rulemaking process for a Port Indirect Source Rule, PR 2304, in order to pursue a potential cooperative agreement to achieve air emissions reductions with the City and Port of Los Angeles and the City and Port of Long Beach.
“PMSA applauds the SCAQMD approval of a pause in rulemaking for the Port's Indirect Source Rule and we support Mayor Karen Bass, Mayor Rex Richardson, and the Ports of Los Angeles and Long Beach in their efforts to negotiate a comprehensive, enforceable Cooperative Agreement with the air district," said Mike Jacob, President of the Pacific Merchant Shipping Association. "We are confident that the proposed Cooperative Agreement will result in measurable emissions reductions at the Ports and continue to build on our successful history of improving our regional air quality. PMSA looks forward to continuing to work cooperatively with the Air District, Cities, and Ports as they work together to craft an enforceable agreement that maintains the Ports’ economic vitality while improving the air for the community.”
The Port of Los Angeles and Long Beach combined have dramatically improved air quality of the past two decades and have already exceeded their own emissions reductions goals. When compared to the baseline year of 2005, the Ports have already reduced diesel particulate matter -91%, -72% for nitrogen oxides, - 98% for sulfur oxides, and - 20% for greenhouse gases. The proposed Cooperative Agreement will build on this success and direct additional investments in clean air equipment and infrastructure without controversial, legally-questionable regulations and local air district mobile source rulemaking.
