PMSA Statement Regarding Air District Decision to Move Forward on Cooperative Alternative to Seaport Regulations

LONG BEACH, CA – The Pacific Merchant Shipping Association (PMSA) releases the following statement in response to the South Coast Air Quality Management District (SCAQMD) affirming today their successful efforts to pursue a Cooperative Agreement with the Cities and Ports of Los Angeles and Long Beach instead of advancing a burdensome Indirect Source Rule (ISR):

“PMSA applauds the Air District for successfully reaching consensus with the Ports and City leadership on all of the main points for a Cooperative Agreement,” said Mike Jacob, President of the Pacific Merchant Shipping Association. “We commend the Air District Board and Staff for their work towards the adoption of an Agreement and appreciate the ongoing leadership and support of Mayor Karen Bass, Mayor Rex Richardson, and the Ports of Los Angeles and Long Beach.”

“This collaborative process has highlighted that voluntary agreements can be reached by working together, and it affirms that the Ports can, and will, continue to deliver significant and lasting air quality improvements for Southern California residents.”

“Over the last 45 days, the parties resolved the key issues contained in the draft Port ISR and identified pathways for even greater emissions reductions. Moving forward with an Agreement will demonstrate that the Air District, industry, and stakeholders can reach constructive solutions that achieve the win-win outcomes of stronger environmental results without unnecessary regulation.”

The Ports of Los Angeles and Long Beach combined have dramatically improved air quality over the past two decades and have already exceeded their own emissions reductions goals. When compared to the baseline year of 2005, the Ports have already reduced diesel particulate matter 91%, 72% for nitrogen oxides, 98% for sulfur oxides, and 20% for greenhouse gases. A Cooperative Agreement will build on this success and direct additional investments in clean air without controversial, legally questionable regulation.
